President of the Heydar Aliyev Foundation Mehriban Aliyeva appealed to the Milli Majlis with regard to adoption of an amnesty act

Azerbaijan’s First Lady, President of the Heydar Aliyev Foundation, deputy of the Milli Majlis Mehriban Aliyeva appealed to the Milli Majlis with regard to adoption of an amnesty act, April 30.


The appeal says that a policy on criminal law based on legislation and supremacy of law is being pursued in Azerbaijan, which withstood very hard tests of the history and became one of world countries with dynamic development as a result of matchless services of great person Heydar Aliyev.


The statehood strategy founded by national leader Heydar Aliyev will years-long serve to strengthening the independent state of Azerbaijan further, raising its economic might  and improving people’s well-being.


Continuously propagating humanistic traditions of national leader’s policy, the Heydar Aliyev Foundation has been the consistent initiator of amnesty acts. By a decision adopted by the Milli Majlis on May 8, 2007, and March 17, 2009 following the Foundation’s initiative,  9877 and 9564 prisoners were, accordingly, applied amnesty. Said amnesty acts have stimulated reformation of persons that had committed crimes, by reintegrating them into the society, and this act was admitted by population with great feeling of thankfulness.


Based on the draft amnesty act, women that have been sentenced  for less grave crimes  and do not pose major public threat, those being under 18 when committing a crime, 1st and 2nd degree disabled, men that have reach 60, those with under-age children or 1st and 2nd degree disabled children, those that participated in protection of the sovereignty and territorial integrity  of the Republic of Azerbaijan, those displaced from their lands as a result of the occupation of part of the Azerbaijani territory and persons from some other categories will be released from punishment as deprivation of freedom. Also, all persons whose unserved part of punishment is less than a year, those serving their term at station type punishment places, those being in corrective works, punished with public works, those with postponed punishment, conditionally sentenced and a number of other prisoners related to other groups are suggested to be released by applying amnesty.


Based on the analyses, the amnesty is expected to be applied to some 9000 persons, including over 2 thousand prisoners intended to be released from the places of imprisonment.


The appeal for an amnesty act will be considered at the sitting of the Milli Majlis to be held on May 7.
