State Guarantees
Pursuant to the EBU regulations, each host country shall provide guarantees for the arrangement and conduct of the
Eurovision Song Contest.
On October 6, 2011, the Government of Azerbaijan presented the State Guarantees Letter to the European Broad-
casting Union.
The major provisions of the State Guarantees deal with facilitated procedure of issuing visas to representatives of
official delegations, media and fan clubs arriving in connection with the Eurovision Song Contest, as well as all those in
possession of tickets to the show together with security guarantees for the show participants and enabling conditions
for experts to perform their duties.
The EBU representatives attending Baku in the course of preparation to the ESC 2012 expressed their confidence in
the high level of hosting the event-to-be. Mr.Jon Ola Sand, the ESC Executive Supervisor, noted that Baku is way safer
as opposed to a number of the European cities. Nonetheless, following the contest regulations, personal security of
each and every show participant or member of official delegations was given the highest priority.
As a result of strenuous efforts of the law-enforcement agencies, security of 20 thousand show participants and
audience of Baku’s newly-erected Crystal Hall was fully guaranteed.
