Implementation of a project on advancing works associated with homeless dogs with support from the Heydar Aliyev Foundation starts

On September 5, presentation of the joint project by the Heydar Aliyev Foundation and the Baku City Executive Authority on advancing works associated with homeless dogs took place.

 

The project has been implemented following the initiative of the Foundation’s Vice-president Leyla Aliyeva, and works on the project started in May this year. The project aims at ensuring residents’ security, taking care of homeless dogs, as well as changing the public’s attitude towards dogs.  

 

Giving information about the current condition concerning homeless dogs, describing the problem, the works to be carried out under the project, proposals and steps taken, project coordinator of the Heydar Aliyev Foundation Sabig Abdullayev told that reconstruction works will be carried out at the shelter-centre for homeless dogs in Balakhany settlement. Cages meeting international requirements will be installed there. At the same time, the centre will be provided with state-of-the-art medical equipment and medicines in order to perform medical examinations, sterilization, treatment, and insert microchips into animals.

 

During the project, holding of agitation campaigns is planned in order to enlighten the population on the issue. For this purpose, video footages, animation films will be prepared, websites created, as well as public events, exhibitions etc. held. Moreover, opinion poll will be conducted to learn the population’s opinion on how the problem may be solved.

 

S.Abdullayev brought to attention that after being captured, homeless dogs will be placed at the centre, kept here for a while, undergo medical examination, pass sterilization, get vaccinated and a microchip inserted. Following this stage, after the quarantine period is over, healthy dogs will be released. The centre’s future activity will base on the monitoring of homeless dogs. In future, capturing and bringing to the centre of 30 to 50 dogs on a daily basis is planned. Because reconstruction works at the shelter-centre for homeless dogs in Balakhany settlement has already started, animals kept there have temporarily been moved to the Animal Care Centre of IDEA.

 

Homeless dogs - heavily wounded, incurable, as well as aggressive and dangerous for population - will be rendered harmless using civilized methods.

 

Veterinarians to carry out sterilization and vaccination of homeless dogs, as well as professionals to arrange their capture will be employed at the centre. Emergency station will function at the centre for homeless dogs. For the purpose of discovering homeless dogs and providing them relevant aid, a Hot Line will be set. A team to engage in the capture of dogs will be provided with special equipment. A special zone is intended to be created at the centre for vaccinated and sterilized dogs. Anyone wishing to take these animals for taking care of can do it. Veterinarians will inform them of how to take care of them, and vaccinate.

 

Information received by the centre about all dogs, including date and address of capture, medical aids provided, animal’s condition and the number of the microchip, will be entered on a database. Relevant information will also be entered on the database about the dogs let free and those whose owners had been found, said S.Abdullayev.

 

The pilot project being implemented is expected to cover regions too in future. In the framework of the project, which is planned to continue for three years, a new legislation too will be developed.

 

Head of the Baku City Executive Authority’s department for municipal services, analysis of social and economic development and forecasting Khalid Alakbarov talked about the project’s significance, saying that they would provide sufficient support in this activity.

 

Department head of the Ministry of Ecology and Natural Resources Hikmet Alizadeh highly appreciated the pilot project. He talked about the significance of solving problems associated with dogs in manners that are more humane. The department director underscored the significance of domestic wastes’ management in solving the issue.
