President of the Heydar Aliyev Foundation, Member of Milli Majlis Mehriban Aliyeva addresses the parliament to declare pardon on the occasion of Novruz bayramy

Mrs Mehriban Aliyeva, President of Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO, Member of Milli Majlis, has addressed Milli Majlis to declare pardon on the occasion of Novruz Bayramy.

 

The address emphasizes Heydar Aliyev Foundation, which promotes rich heritage and political philosophy of national leader of the people of Azerbaijan Heydar Aliyev, always supports study of the policy of Heydar Aliyev aiming at socioeconomic and cultural development, integration into the global community and realization of these ideas. Working in this direction the Foundation that is about to celebrate its 5th anniversary on May 10 tries to take a significant place in the society. The address values helping people in need of care as one of priorities of Heydar Aliyev Foundation, which propagates the national leader’s humanism ideas.

 

The address says Heydar Aliyev Foundation receives a lot of appeals from prisoners and their families, stressing necessity for showing mercy to them.

The address takes initiative to demonstrate devotion to the humanist policy of the national leader and declare a pardon on the occasion of Novruz, the national holiday of Azerbaijani people symbolizing prosperity, peace and mercy.

 

The draft act of pardon envisages release of women, who do not pose a serious threat for the public and who did not commit grave crimes, as well as underage persons, first and second category disabled persons, men at the age of 60, persons who have to look for underage children or first and second category disabled children and others.

 

It is also proposed to pardon women and men who have to serve a year of the overall imprisonment term, all residents, sentenced to obligatory and public works, as well as to a fine, with delayed execution of punishment, conditionally imprisoned and others.

 

About 9,000 citizens are supposed to be affected by the amnesty act, on the basis of studies. Of them, 1700 people are expected to be released.
