The Act of amnesty adopted on the initiative of President of the Heydar Aliyev Foundation Mehriban Aliyeva frees 9.877 prisoners

Governed by the justice and humanism ideals of national leader of Azerbaijani people Heydar Aliyev, Mrs Mehriban Aliyeva, President of Heydar Aliyev Foundation, member of Milli Majlis of the Republic of Azerbaijan, has initiated adoption of the act of amnesty.

 

Supporting this initiative of Heydar Aliyev Foundation, Milli Majlis of the Republic of Azerbaijan adopted on May 8, 2007 decision ‘On amnesty dedicated to the memory of national leader of Azerbaijani people Heydar Aliyev’. Implementation of this decision, which is next step towards development of civic society having been formed in our country, during 3 months brought freedom to thousands of people and happiness to their mothers, sisters, children and parents, waiting for them with boredom and expectation.

 

According to generalization and analysis carried out on results of execution of the act of amnesty, 9.877 prisoners, including 8.560 men, 1.317 women and 11 minors have been liberated by the act.

 

2.861 prisoners serving at prisons, 104 detainees at military unit of discipline character, 2.091 sentenced to correctional works, 226 sentenced to public affairs and 4.225 prisoners unable to pay the fine estimated in over 3 mln AZN have been released of punishment as a result of the act of amnesty. The act was applied also to 370 prisoners who were imprisoned conditionally, whose sentence was vacated and who were conditionally freed of punishment early.

 

Vast majority of 9.877 persons ((98%) affected by the amnesty are those who have committed crimes not causing serious public danger and imprisoned for not grave crimes. 2% of those released of punishment are persons having been imprisoned for grave and specially grave crimes and not affected by restrictions provided for by the act of amnesty for having little time to complete punishment.

 

8 acts of amnesty adopted after restoration of the pardon and amnesty institutions from 1995 as a result of humanism reflecting the essence of the state policy implemented by national leader of Azerbaijani people Heydar Aliyev have been applied to more than 87.000 persons, as well nearly 23.000 prisoners released of jails.

 

Heydar Aliyev Foundation, initiator of this merciful action, hopes those freed from punishment upon the act of amnesty will become worthy citizens of the modern state of Azerbaijan, respect the laws and faithfully serve the Homeland and nation.
