A ceremony of laying the foundation of a monument  to saint Prince Vladimir before his temple was held in Astrakhan, September 12. Vice-president of the  Heydar Aliyev Foundation attended the ceremony. First, sacred water was splashed on the place, where a monument to Prince Vladimir would be erected.
